Judicial Biographies >Justices Of The Peace Justice of the Peace Rachel Torres Carrillo, West McDowell Precinct Justice of the Peace Rachel Torres Carrillo, West McDowell Precinct Rachel Torres Carrillo has served as the Justice of the Peace for the West McDowell precinct since January, 1999.

Before joining the bench, Judge Carrillo worked in a variety of programs related to the prevention of child abuse, domestic violence and drug abuse. She was a Victim Witness Advocate for the Maricopa County Attorney’s Office in the early and mid 1990s and was named Advocate of the Year in 1995.

Judge Carrillo also served as the Constable for the West Phoenix precinct from 1997 until her election to the bench in late 1998.

She currently is a member of the Executive and Pro Tem committees of the Maricopa County Justice of the Peace bench, and she chairs the Personnel Committee. She also is a Member of the Maricopa County Bar Association and the Arizona Justices of the Peace Association.

Judge Carrillo remains active in the National Hispanic Women’s Conference, Hispanic Leadership Institute, from which she graduated, the Latino Voter Registration and Education Coalition and the National Council Del la Raza. She won the national "Women at Their Best" award for the South/West region in November 1999.

She is a native of Arizona and a graduate of Phoenix College. She continues her studies in communications and human relations.
