Substance Abuse: Conditional Community Release Program (CCRP)
Mentally ill probationers on standard supervision are granted
conditional release to the community, where they are
supervised by a Probation and Surveillance Officer. Many of these probationers were declined services in the community,
but continue to exhibit a need for mental health and substance abuse intervention. The Conditional Community Release
Program was created to assist these probationers by releasing them from jail to co-occurring care while aggressively
pursuing community based services necessary for successful supervision.
How It Works:
The CCRP team accepts referrals of eligible probationers exhibiting substance abuse and mental health disorders. The team
will work closely with the Court, Maricopa County Sheriff's personnel, Correctional Health Services, and local mental health
care providers to identify and coordinate release of these individuals to treatment. To enhance compliance with the terms of
probation and community safety, a specially trained Probation Officer and Surveillance Officer supervise the probationer in
the community. The ideal candidate for Conditional Release will suffer from an Axis I mood or psychotic disorder with concomitant
issues of substance abuse.
Goals of the Conditional Community Release Program:
The goal of the program is to arrange for community supervision by a multi-disciplinary approach within 30 days of sentencing
for probation violations or new offenses. Probationers released under this program will receive treatment and enhanced supervision,
to increase their chances of success on probation. The program team will assist probationers in applying for appropriate community
resources such as mental health case management, medical insurance, disability benefits, vocational rehabilitation, and housing
assistance. Additionally, the program will assist with any appeal process associated with the application process.
